Diamond Comments on Passage of Landmark Pension Reform Legislation - 6/8/2017
Legislation designed to reform Pennsylvania’s state employee and public school employee retirement systems has been approved by the Pennsylvania House. Senate Bill 1 would establish a hybrid retirement benefit plan, including defined benefit and defined contribution components. New employees would be mandatory members of the new hybrid plan.
Diamond Comments on Governor's Budget Address - 2/7/2017
Governor Tom Wolf delivered his annual budget address before a joint session of Pennsylvania’s House and Senate on Tuesday in Harrisburg. The Governor proposed a $32.3 billion spending plan with no new major taxes for the upcoming fiscal year. House Republicans were encouraged by the Governor’s decision to work with lawmakers to explore several cost-saving measures in order to balance the budget.
Rep. Russ Diamond Comments on Impacts of Protracted Budget Disagreement - 3/4/2016
At a press conference held in Camp Hill on Friday, Republican lawmakers emphasized the damage being done to the Commonwealth by the Governor’s decisions to cut vital funding, already approved by the legislature, for education, agriculture, corrections, and other critical services. Several House Republicans questioned the Governor’s motives in calling for increased education funding, but then personally cutting $3 Billion in the final 2015/16 budget agreement.
Rep. Diamond Comments on Governor’s Budget Address - 2/9/2016
House lawmakers offered their reactions to Gov. Tom Wolf’s spending proposal for fiscal year 2016-17, which he announced today in an address before a joint session of the General Assembly. The governor’s budget plan would increase taxes on working Pennsylvanians and employers by $3.6 billion and spending by 10 percent, or $3 billion, and calls for $33.3 billion in total spending. To support his proposed spending plan the governor has proposed 15 new tax increases, including a retroactive increase in the Personal Income Tax on Pennsylvania workers.
Rep. Diamond Comments on Defeat of the Governor’s Tax Increase Plan - 10/8/2015
The Pennsylvania House voted to defeat the Governor’s tax increase proposal Wednesday in Harrisburg. The latest version of the tax legislation would have increased the personal income taxes by 16 percent, from 3.07 percent to 3.57 percent, and would have levied one of the highest tax rates on the production of natural gas in the nation. House Republicans overwhelmingly voted against the Governor’s tax plan and called for action on a state budget that will balance without increasing the burden on hard-working Pennsylvanians. Rep. Rep. Diamond Comments on Veto Override Efforts to Ensure Funding for Service Programs - 8/26/2015
In an effort to restore funding to vital human service and education programs, the Pennsylvania House on Tuesday attempted a line by line override of the Governor’s blanket veto of the state budget. Funding for these human services providers and contractors has been suspended due to the budget veto. Lawmakers said they are working line by line to ensure these crucial programs, that would be funded at the same level the Governor initially proposed, could continue to provide services to those in need until a budget deal can be reached.
Diamond Comments on House Passage of On-Time State Budget with No Tax Increases - 6/27/2015
The House voted today, 112-77, in favor a $30.18 billion state budget that provides funding for the core functions of government without increasing the tax burden for Pennsylvania citizens. The budget legislation includes more than $200 million in increases for early childhood education, basic education and higher education; as well as additional funding for people with intellectual disabilities. The bill now goes to the Senate for consideration and is expected to go to the governor’s desk in the next several days. Comments are now available from Rep. Rep. Russ Diamond Comments on Public Official Gift Ban Legislation - 6/15/2015
Legislation designed to strengthen the law regarding gifts to public officials was introduced this week in Harrisburg. The Government Reform Caucus, comprised of a bipartisan group of lawmakers from both the state House and Senate unveiled House Bill 43 and Senate Bill 885 at a press conference at the State Capitol on Monday. House Bill 43, along with its companion bill in the Senate, would prohibit public officials from accepting transportation, lodging, hospitality, or any items of economic value as a gift.

Newly elected members of the Pennsylvania General Assembly gathered on Tuesday in the state capitol to take the oath of office and to begin reorganizing the state’s legislative branch. Rep.
